Communication and Cooperation

Read below about communication and cooperation plans during the project.

The Project Management and Management Plan were organized and implemented in order to ensure the achievement of the project results and the accuracy of procedures. A Project Management Committee (PMC) was established at the beginning of the project as well as an LNSS Library Action Group, a Library Access Liaison Librarian and a Subject Liaison Librarian for each PC institution in the project. The PMC consisted of contact persons from each EU and PC country institution who were directly involved in activities- Rectors, Librarians, Academic staff, LNSS Library Action Group. The PMC is the main decision body of the Consortium responsible for:

  • Control of the administrative and methodological aspects of the project.
  • Monitoring and evaluation of project phases including communication regarding expectations of partners and stakeholders and with declared objectives.
  • Intervention for problem solving.

At the beginning of the LNSS project the LNSS Action Group was formed in each country comprising of key players from University, public administration and to involve also National, Public Libraries and Ministries where appropriate. Each PC Institution has 2 representatives on this Action Group – one library representative & one academic staff. A key aspect of the project was the involvement of not just librarians and library staff but also academic staff as quality library services are highly dependent on collaboration and a good working relationship between these two groups of stakeholders. The LNSS project was also promoted to National Student Unions in PC’s with the aim of championing the role of libraries in society & the wealth of resources libraries have to offer learners. The Library Access Liaison Librarian in each PC institution ensured libraries were accessible to all – to disadvantaged groups including people with special needs and disabilities.

PAARA ensured that project objectives were clearly highlighted and met and implemented procedures for efficiency of the project. Permanent and effective communication and reporting were assured. The PMC conducted coordination meetings, once a year, every year as well as defined, timetabled project coordination meetings via web conferencing. The PMC steered the project and intervene as necessary to readjust the project to the context, ensure consistent communication between partners and the organization of Committee meetings.

Local activities of the partner universities (exchange of information, training, equipment etc.) were supported by the contact person for each partner. The contact person championed and highlighted project objectives and coordinated human resources for the success of the project. LNSS Library Action Group formed Working Groups for each PC institution to ensure good distribution of tasks.

Finally, project roles in the project were defined by a Consortium Agreement to include measures for effective conflict resolution applicable to all parties.
